Does the user have admin rights?

The user account requires admin rights, e.g. a standard user account will not work.

Test by turning off the Windows settings > Set time automatically:

Start NP 3.10, in NP Online go to Edit and set the local pc time via the Operator option. If the Online returns this message, the Windows user has no admin rights.

Set User Account Control settings (UAC) to Never notify

Is the desktop shortcut set to Run as administrator?

Start NP with admin rights by right-click on the NP desktop shortcut. This way NP Online, DataIO (running realtime) and kernel (set time) processes run in elevated mode.
