No. Only one NaviSuite Kuda Core licence is required for a remote operation.

The licence is installed and activated on the vehicle (USV or onboard) computer.
The onshore supervisor computer needs no licence. Install the same Kuda Core version on it, but it runs without a licence.

The supervisor can only connect when the vehicle (master) computer is already running and reachable over the network (via the external server).
